Should my TSH and freeT4 fluctuate at every test? TSH over past 24 months has been 0.1_1.5_3.2_ 0.4 & 0.2 range is (0.2-6.0)

My most recent results were TSH 0.2 T4 14.7 cortisol 462.3 and vitamin D 15
