Poeple who are on thyroxine and their Tsh levels are 1-1.5. They have normal Tsh level ,T3 and T4.They eat balance diet but they are deficient in vit b12, vit d and minerals.What is the reason?

Eating a balanced diet has nothing to do with having adequate vitamin D levels as the majority of humans on earth make the majority of their vitamin D through their skin from the sun. In the Northern hemisphere this is from late March/April to end of September and around the middle of the day.
If you don't get "sufficient" sun for any reason e.g. high sun cream use, pollution, living in a country with poor summer weather, lifestyle which means you are inside "too much" - then you will have deficient or insufficient levels of vitamin D.
"Sufficient" varies from person to person and some one with an autoimmune disease, who is older or has mucked up hormone levels is likely to be deficient for a variety of reasons.
One reason may be low stomach acid, as acid is needed to digest food and absorb vitamins and minerals.

There will be other causes. We get Vit D from sunshine.
Most people get to a level of 1-1.5 TSH after years of having insufficient thyroid hormones.
The NHS doesn't recognise people as being hypothyroid until the TSH is 10+ after repeated tests. They also medicate people to be just in the TSH range, this range can go up to 5.5.
As there are T3 receptors everywhere in the body that effect metabolism, and so the absorption of nutrients, by the time they get diagnosed and put on a thyroxine dose high enough to get to a TSH level of 1-1.5 (and produce enough enough T3) they are already deficient in stored vitamins and minerals e.g. ferritin (iron) as they cannot adequately absorb them. They also haven't been absorbing water soluble vitamins e.g. folate.
This is ignoring the other autoimmune diseases, allergies and intolerances people with hypothyroidism can have that, which added in with hypothyroidism makes deficiency issues appear many years sooner.
