Yes Henry, it is within normal bounds for 17. That you can retract when flaccid is a good sign and means it won’t take long to fix.
Go to drelastic.com to learn simple stretching exercises. You may be able to begin with the two finger stretch. My recommendation is for four, five-minute sessions per day, spaced out equally. The frequency keeps the skin in a condition which encourages the skin cells to multiply. At your foreskin opening, there is a little ring called the frenar band which is tight. You may be able to feel it. Be faithful to your program and in short order, you’ll have a permanent fix, giving you a lifetime to enjoy the benefits of an intact penis.
