Go and see an endochrinologist. It is not normal for a guy your age not to have pubic hair.

Do not be embarrassed or ashamed in anyway, it's well worth tackling this issue head on with your doctor. It will be something to do with your hormones - you may be given steroids to help make up for whatever you may be lacking in. Happens to quite a lot of people, but it is best to get it sorted

Check your diet. For me eating unhealthy caused me to start puberty late (17). I remember after fixing my diet 3 months later my voice changed and started growing pubs. My diet was fried food, chips, candy, coke...etc. I did not eat veggies, fruits, healthy proteins on a regular basis. However I am cursed with a powerful metabolism, I am unable to gain weight no matter how bad I eat but at the same time I have a very hard time building muscle.
