I’ve been able to reach week 8, but never able to complete a 28 minute run. I feel like I can just manage 20 minutes now so I feel the need to go back to week 6. Is this normal, why could this be? It’s getting me down because I’ve been unable to complete my goal for 3 days now.

I did the opposite of SofaJockey, I found faster songs that required I make smaller steps. So moral of the story - find some way method to help you slow down.
I'm no expert but I really would start of steady and keep at that pace ad long as you can. Could you change the route or do it a different way? Keep hydrated as you know because you've got this far. You can do it! Start purposefully slower and before you set off mentally feel you're going to complete it. Good luck.
Three days... or three sessions, with a non-running day between each? (Sorry if that seems a faintly insulting question but sometimes people have been ignoring the full programme and skipping the non-running days and those will help)
Are you varying your run location or route? Sometimes running the same route can create this problem.
Is there any possibility that you are running too hungry, too thirsty, too tired or too unwell?
You can do this. Probably the next time you go out.
