Was planning on running home tonight from work, will be about 13km. Just been out for lunch and boy its is chilly! Will be about 4 degrees when i leave work, is that too cold???
Am in London and it will be 6pm. Got leggings, long sleeved top and padded gilet.

You should be fine. You will soon warm up. I went out this morning into frosty conditions wearing running leggings, thermal top, running top, thin running jacket, beanie and running gloves, and i wasn't cold except for the five minute warmup walk.
Do you have hat/gloves/buff? Do your hands get cold?
You should be warm enough in your body, particularly if it is a run without too much stopping/waiting at junctions. But it is cold and windy here and I know that I would want my hat and gloves today.
A Buff is a circular tube for wearing round your neck. It can be pulled up over your mouth/nose to protect against breathing in cold air. A very versatile item, can also be used as a beanie hat. Get one!
Yes, good, do it, take it easy, buff or gloves are not vital today in London if you can cover chest and neck up, nor are gloves if you can pull top or jacket sleeves down to go over fingers..😉
