Are you a vegan who is careful with their diet or have you just cut out animal products? If you are really aware of what you are eating then perhaps you can look at the detail and see where the empty calories are. After all, vegan cake is delicious and chips can be vegan.
I haven't lost weight on the C25K - I am vegetarian but not vegan - but people comment on how toned I am looking. Perhaps you should assess by how your clothes are fitting rather than what the scales say.
I lost 30 lbs going WFPB and an additional 5 lbs going oil free.

Maybe your body has not caught up yet. Once it does, and if you keep moving, the weight will shift. It's bound to.
Being vegan implies healthy eating. Make sure you eat properly and sufficiently. Lots of healthy grub!

Cut the carbs for a while
I'm not vegan, just vegetarian, but my best advice would be to stay within your calorie limit. Find out here: nhs.uk/Tools/Pages/Healthyw... Don't try to eat too little! It will just make you feel hungry, and stall your weight loss. And my second best advice would be to cut down on starchy carbs. Don't cut out all the healthy carbs.
Running was a great weight loss motivation for me.
I lost 5 stone before I started to run. Make sure you drink plenty as I am told that exercise can affect weight loss if you don't have enough fluid. Good luck
