Absolutely yes!!
I gave a young lad a high five yesterday at Parkrun as I was approaching the finish line & flagging (he of course had finished.......😐) & it really made me smile. Still does just thinking about it. ☺

That's fab! Most runners my way don't seem to go in for the wave and smile, maybe they are too intent on their work out?! 
I think that "proper runner" as you say includes you 
you have every right to be excited and proud
