Were all these blood draws done early morning - before 9 am and fasting?

Her FT4 is very low so I should think it is failing, yes. But as doctors only tend to look at the TSH, I'm not sure she'd get a diagnosis with these numbers. Doctors don't tend to go by symptoms; They don't really know what they are.
