Short frenulum..?

I’m uncircumcised and haven’t had sex

My foreskin is retractable all the way behind my glans, but I can’t pull it any further, meaning my foreskin is up behind my glans. I’m not sure if I just have a short foreskin but when I’m flaccid and I pull my foreskin back, my frenulum seems to pull my glans to where it tilts downwards like a curve. Do I need to strectch my frenulum or is that a naturally short foreskin?
