I’m 17 and can’t pull back my fore skin erect or flaccid.Doing research I that I may have a short frenelum however I’m not certain this is my frenelum or not so I am looking for advice on what this is and what can be done.

I want to avoid going to the doctor and getting any type of surgery done and would prefer to cure this through stretching if it’s possible.
If your frenulum is too short I fear the only way to correct it is to let it cut through. It's a small operation. If your foreskin is too tight you can try to carefully stretch it. I tried it, but it didn't work. I got circumcised five years ago also at 17yo. I have no regrets though . I am very glad I did it. But maybe you're successful with the stretching method.
The doctor for sure will advice for getting circumcised. Circumcision is better. Dont worry get it checked faster
You don't have to be scared of the doctor's reaction. He surely has seen this many times in his practice. Phimosis is a common problem amongst uncircumcised men. You also don't have to be scared of circumcision. It's a minor operation. Almost no pain afterwards, just a little discomfort.

What do you mean by a lot of men having problems after being circumcised? What kind of problems? I only can speak for myself but I've never had any kind of problem after my circumcision. Of course right after the operation you'll have a little discomfort because of the swelling and the stitches and also the glans being hypersensitive for a few weeks. But other than that I don't recall having had any kind of problems.
It’s hard to tell in the photo, but it looks as if your foreskin night still be fused to the glans. Is it possible to probe between the two surfaces?
I’ve never really tried but what would it mean if it was still fused to the glans is there a solution?
Remember doctors fist recommendation will be to cut it off. I had the same issue as you did and waited until I was 28 to get circumcised. So far I am happy I did it.
To know, do this. Strip down and get into shower. Pinch end of foreskin and start peeing. Any part of foreskin not fused will fill like a balloon. If it doesn’t balloon uniformly all around, you have adhesions. Clean up pee and report back.
Go see your Doc for a diagnosis, but do not rush into any surgery. Consider your options and find as much info as you can. We all different and many report good experiences after circumcision. For me, it hurt like hell for weeks and sex is not as good as it was, but, if you need it have it done.
