I got circumcised around 3 weeks ago but when I try and expose the head of my penis I can’t...it’s as if the skin won’t go back over my gland. Why is this and when I’m all healed will this still be an issue or not ? Thanks

Was that a partial circumcision? As in a full circumcision the head should be exposed, aka no skin should be covering it unless its the swelling around that causes it but if you're trying to retract it from it and it doesn't work you might want to consult your doc.
Also try to, if possible, pull the skin back in a warm bath which relaxes the skin and makes it less stubborn :). But do not force it if it causes too much pain/discomfort, rather go and consult your doctor in that case.

It’s as thought the underside of my skin is stitched to my gland ! Like high up on my bellend...the top of my penis (that I look down on) does seem to be stitched onto skin but I’m unsure whether the fact it isn’t healed yet is the reason why it won’t retract or not....it feels like there’s s big ring around my penis.
The remaining skin should not be attached to your penis glans. If worried better to have a doctor take a look at it. It might have happened that the stitches broke earlier and your skin reattached to your penis glans at the bottom. It might be an option, not saying it is the case. Best thing to do is have the doctor that performed the circumcision to take a look at it, since only he can assure you. Generally people are freaked out about the smallest things when it comes to circumcision so most likely it is nothing, however, do set up a meeting with your doctor to make sure everything is ok.
As for the ring around your penis, its most likely swelling from the incision site, where the skin was stitched to the shaft and is normal. 3 weeks is till pretty early for all swelling to subside, some may last 5-6 weeks, even more in some cases.
