I assume your frenulum is still fully in tact?
In that case yes, it slowly gets less sensitive. It does take time. If you're covering it with something try slowly removing whatever it is you're using to cover it.
I suggest using bio oil or a small amount of Vaseline to create a barrier. This will remove some of the sensitivity. It gets better! Don't stress

It does desensitise but less than the head. Mine was removed but it's still the most sensitive bit and you'll probably be glad of that when everything settles.
