What are we supposed to be looking at? Just looks like a hairy scrotum with no sign of ank skin lesions. If you are itching, see your doctor.
It seems to be because of ingrown hair, you have shaved recently I guess. Use some smooth powder whenever it itches and try not to itch too much. You may use some skin cream, something cool and soothing on the skin.
