If you wish to reply to someone's post this is what you need to do:

Click on their post. Scroll down to the box marked "Reply" and type your answer in there. Then click on the green box "Submit reply".

That way, you can be sure that the person you are messaging sees your reply. 

If you just create a new post, the person you are responding to may well not see or read what you've written as they don't realise the reply is for them.
