The advice I've seen a number of times on here is to dress as though the temperature is 10 degrees higher. I imagine Israel is a warm part of the world (average January temp lows around 10 degrees?), in which case maybe you don't need to take special care.
I didn't know you'd had pneumonia. Maybe that changes things, but I'm not qualified or experienced to answer on that basis I'm afraid.
At 10 degrees a neck scarf would quickly become superfluous for me as I warmed up though running. But I've been lucky enough never to experience a respiratory illness other than the common cold.
I've been running in -2 at times, I later up with easily removable thin items. Legs still in knee length leggings but have stretched to hat gloves and wind proof jacket. Main thing for me is to layer up quickly with dry warm clothes at end of run before getting chilled.
