My GP refuse to increase my dose after nearly begging him can't afford pay privately
Go back to your GP and tell him you have to have an increase as it is not sufficient to have a TSH of nearly 4 which means you are still hypothyroid as he has to provide sufficient to bring your TSH to 1 or lower.
You can say you've had advice from the NHS help line Healthunlocked for dysfunctions of the thyroid gland. You can either drop a note into the surgery along with the following links and highlight the 'Normal' Range :-

You have the option of changing your doctor or telling him he is making a mistake. Tell him also that he is mistaken about the 'normal' range which should only be used for the initial diagnosis of hypo and thereafter with steady increases the aim is a TSH of 1 or lower.
Print off the links and enclose a note and say you are a member of the NHS Forum for help/advice. You then don't have to consult with him and wait to see if he gives an increase or not. Patients should not be looking on the internet but we only do so when we don't improve and it is due to the very poor training they get when students. We should not be on the internet looking for help/advice and it should be forthcoming from those we helped to educate and get degrees in order to help us to return to good health.

In Levothyroxine the TSH should be under 2, FT4 at least around 17 and FT3 above half way in range
Official NHS guidelines saying TSH should be between 0.2 and 2.0 when on Levothyroxine
(Many of us need TSH nearer 0.2 than 2.0 to feel well)

Suggest you make another appointment and show this to your GP (or different Gp)
Ask GP to also test vitamin D, folate, ferritin and B12 if these have not been tested
Low vitamin levels are extremely common when under medicated, as you currently are. They may need supplementing to improve to help thyroid hormones work
Do you know if the cause of your hypothyroidism is due to autoimmune thyroid disease also called Hashimoto's, diagnosed by high thyroid antibodies?
If not had thyroid antibodies tested, request they are tested too
Are you lactose intolerant that you are on Teva brand of Levothyroxine?
All thyroid tests should ideally be done as early as possible in morning and fasting. When on Levothyroxine, don't take in the 24 hours prior to test, delay and take straight after. This gives highest TSH, lowest FT4 and most consistent results. (Patient to patient tip, GP will be unaware)
Is this how you did the test?
NHS guidelines saying standard starter dose is 50mcgs and that most patients eventually need somewhere between 100mcg and 200mcg Levothyroxine.

For full Thyroid evaluation you need TSH, FT4, TT4, FT3 plus TPO and TG thyroid antibodies and also very important to test vitamin D, folate, ferritin and B12
Private tests are available. Thousands on here forced to do this as NHS often refuses to test FT3 or antibodies or vitamins
