Your tests certainly indicate that your Thyroid is struggling and antibodies indicate 'Hashmoto's' - the most common form of autoimmune thyroiditis.
UK "Guidelines" state a GP should treat according to a TSH of 10+ but some may wait until another test confirms this. However your FT4 is well below range & FT3 below too so yes, you should be treated IMHO (but I'm no doctor).
We suggest members also have vitamin/mineral testing too as low levels adversely affect thyroid hormone working, and we are prone to have low levels, especially of..
Vit D, iron/ferritin, folate/B12
PS Autoimmune disorders may be helped by reducing gluten/wheat.

Totally agree with the above....but with autoimmune disorders you need to totally stop gluten not just reduce. Gluten promotes The production of zonulin which breaks down the bonds between gut wall cells; creating gut permeability.
And you need to look after your biome which means gut health as autoimmunity starts at the gut wall.
VITAMIN B12 178 (180 - 900) GP said only slightly below range
FERRITIN 21 (30 - 400) GP said no action required
FOLATE 2.38 (2.50 - 19.50) GP said only slightly below range
VITAMIN D 24.4
These are all below range (because you need Thyroid treatment)
GP is negligent and against guidelines not to treat.
Make an urgent appointment with different GP at the practice

You have Hashimoto's
With Hashimoto's, until it's under control, our gut can be badly affected. Low stomach acid can lead to poor absorption of vitamins.
Low vitamin levels stop thyroid hormones working.
Poor gut function can lead leaky gut (literally holes in gut wall) this can cause food intolerances. Most common by far is gluten
According to Izabella Wentz the Thyroid Pharmacist approx 5% with Hashimoto's are coeliac, but over 80% find gluten free diet helps significantly. Either due to direct gluten intolerance (no test available) or due to leaky gut and gluten causing molecular mimicry (see Amy Myers link)
But don't be surprised that GP or endo never mention gut, gluten or low vitamins. Hashimoto's is very poorly understood
Changing to a strictly gluten free diet may help reduce symptoms, help gut heal and slowly lower TPO antibodies

GP should start you on Levothyroxine, 50mcgs. Retesting after 6-8 weeks and increase dose in 25mcg steps until TSH is around one and FT4 towards top of range
All thyroid tests should be done as early as possible in morning and fasting and don't take Levo in the 24 hours prior to test, delay and take straight after. This gives highest TSH and most consistent results

Yes. You are hypothyroid (have an underactive thyroid). Your doctor should start you on levothyroxine. I'm assuming , based on what you've typed, that you aren't currently medicated. If your doctor won't prescribe you need to ask why, rather than being left in limbo.
Regarding your nutrient results, your doctor's dismissal of them all as being "only slightly below range" or "no action required" is sheer callousness and incompetence.
You've had nine blood tests done, and every single one of them is out of range. Your doctor's refusal to treat any of them warrants a complaint to the practice manager in my opinion.
