How do you decide which route to take.
Currently on 175 mg levo
I am considering T3 but I understand it can lower TSH and mine is already low
TSH 0.25 (0.27 - 4.20)
Free T4 16.89 (12 - 22)

pussycatwillow NDT will lower TSH as well, it contains T3 as well as T4. TSH doesn't matter when on thyroid hormone although doctors will disagree. Basically, once you are taking thyroid hormone the pituitary recognises it and no longer has to send signals to the thyroid (TSH is a pituitary hormone - thyroid stimulating hormone).
NDT contains a fixed amount of T4 and T3 ie 38mcg T4 and 9mcg T3 - stopthethyroidmadness.com/a... - and is fine if that ratio suits you. Some people need a different ratio and find it easier to tweak meds and find their best combination by using synthetic T3 in addition to Levo.

Adding T3 to Levothyroxine or switching to sufficient NDT will almost certainly lower TSH and FT4. There's nothing wrong with suppressed TSH as long as FT3 remains within range.
Your FT3 is currently low in range. Easiest option is to add T3 to Levothyroxine. If after a few months you feel it doesn't suit you can switch to NDT.

TSH testing is irrelevant when taking any form of thyroxine.
