I'm am 23 years old man. I'm prediabetic. I used to experience impulses in my body as if blood is rushing through. Causing nerve twitching near my hips, knees and eyes. A few days back I experienced extreme impulses throughout my testicles for a while and then I experienced a tingling feeling there. Since then I have almost no sex drive and its hard to get an erectiction and keep it and when I ejaculate I don't experience an orgasm. It's been a week now and I can feel a little pain sometimes in my testicles and some numbness too. I got my blood tested and I have borderline high cholesterol.

That's a very weird circumstance. Not sure being prediabetic has anything to do with it, but it might be impacting hormones. Climaxing with no ejaculation shouldn't play a role there, so this sounds like some sort of neuralgia, and it may be at a later staging with your diabetes and causing retrograde ejaculation. That would explain the pain in your testicles at least to my understanding. See a urologist, and a endocrinologist and get that diabetes in check.
