I am 16 and with all the penises I see you can pull the skin all the way back but mine goes just past the head and looks like it should come all the way down but some parts are attached. I’ve tried pulling and stretching at it but am afraid that I might tear the skin. I really need help thank you.

The frenulum section will be attached to the head. It's the anatomy of the structure
Your still young buddy, give it time maybe try gently retracting your foreskin in shower or bath over a period of time, as always if overly concerned go see your GP & ask them to check it out 👍🏽
