Your glans should be open to keep it clean and also you may face difficulty in intercourse. If it doesn't retract stretching may not help, circumcision is a solution .

contact the doctors from the UK charity 15 Square 15square.org.uk, they will advise you on stretching techniques and other things you can do to solve the problem. You should not need a circumcision.

It's not necessarily a problem. Foreskins vary and unless you have pain or conditions that make sex or masturbation difficult you can leave it as it is. Circumcision is the last resort. If you had a small opening mouth, you would not cut away your lips!

Have you masturbated ever with this problem ? ...and circumcision is a minor surgery you would recover in 4 weeks ..no need to worry about that ..it's painless surgery but it should be taken on last resort when other things failed ..Google stretching or YouTube it ..you will find a way but if it doesn't cure in 2 months you definitely need a circumcision

I've tried stretching exercises galore. Personally, they only worked for that day, then the next morning my phimosis was (believe it or not) even worse.
