Hydrocortisone cream and foreskin

Hello,

I went to the doctors today regarding a tight band of skin on my foreskin, I can retract it but I can visually see this tight band of skin. The doctor has prescribed me hydrocortisone cream but didn't really explain how to use it... Do I put it on the inside and outside then stretch straight away? Or do I put it on let it soak in and stretch after like 30 mins or an hour?

The glans should be avoided.

The steroid cream should be applied very sparingly only to the tight ring. Rub it in completely. Apply after stretching and leave it alone until next stretching session. Stretch the tight ring for five minutes, four times per day. When easy retraction is possible, continue sretching six more weeks to give time for growth of new tissue cells. Generally you should rub a little into the skin not on your glands.
