Penis rash/bumps help (pics)

Okay so these bumps keep appearing and reappearing and have been doing so for about 6 months and it's incredibly frustrating. In the picture this was just after i had woken up but most of those bumps went away or partly away within 24 hours leaving a small red rash that usually goes away within a dew days, then 2 days later the reappeared this happens constantly and ive been searching online for months now looking for symptoms and how other infections/stds look like on penises to compare and i have yet to find anyone with the same problem

i would greatly appreciate some input on what might be wrong with my penis
