At this point the front side of the foreskin near where the frenulum used to be is still 'baggy' and swollen.
Idk if it's just too much skin that wasn't cut, an infection, or something else...
This condition is quite unnerving and I hate how the swollen 'ring' is 'bumpy' and protruding (unsmooth). What's the problem! What can I do?!

Yeah, your entire shaft skin disconnected from the sew line of your inner foreskin that was left by the surgeon. According to your other photo from your 3rd week, he left a short layer of skin ehich means you had a "low circumcision cut" real close to the head. Maybe during night erections, your pe is pullled so tight all the time until it tore your stitches and it all broke aloose.
During your healing, your seperated shaft skin settled centimeters down your shaft, and resettled and attached to its current spot. The under-meat that became exposed, became inflammed and then dried itself out. You have no more inner skin left to be re-attached to! A doctor can only probably reconstruct and cutout some of your baggy meat, and make it look a little more sensible and comfortable.
