I am 11 years old and my foreskin wont pull back. It will only go back to the small hole. Is this normal?

Totally normal. Just give it time, don't force it, there is no need. It may be a couple or more years before it goes back naturally. Your foreskin will let you know when it's ready!

Yes, at 11 that’s pretty normal. When you start puberty, it should begin to loosen.

Yes I agree with Alex. It’s no big issue at your age. Just give it time. It should start to loosen when you start puberty. Certainly don’t try and force the foreskin back as this will cause you pain and/or cause the foreskin to become scared. This will then make it extremely difficult to retract your foreskin without discomfort as the foreskin becomes thicker. If in doubt seek advice from a doctor.
