That string at the back of your penis head is called the frenulum and attaches the foreskin to the head. Your frenulum is probably too short. The only thing you can do about it is letting it cut through by an urologist. It's a minor procedure and everything will be fine afterwards.
Do u mean the front of the penis because I have that too
The frenulum exists to tether the foreskin and return it to its normal position. You can lengthen it through easy exercises. One way is to retract to the comfortable limit and hold. Another is to grasp the edge of the foreskin at the point of attachment of the frenulum, pulling away from your body. In each case, hold for five minutes, releasing and regripping as necessary. Do this four times per day. When at the urinal, use the opportunity for mini stretch sessions.

Hello jambo, you may have an adhesion from premature retraction when in your toddler years. That or your body is still reducing the adhesions (completely normal) this depends on your age. That is if its on the part closest to you. If its on the backside of your penis closest to your meatus then that is called a frenulum breve. Like earlier stated it can be stretched but the frenulum is very sensitive and can cause lots of pain. It is entirely up to you on what to do. Try stretching it or get a frenulectomy/frenuloplasty. What those are is the removal of the frenulum(ectomy) or to cut it to allow retraction(plasty). Either way both methods are a lot cheaper and a lot less painful than circumcision
