Basically I'm cutting around my foreskin and can't retract it now. Doctor prescribed fucibet cream I think but no long term success can anyone help as I'm not sexually active anymore

You might need to get a circumcision if the cream + stretching doesn't work.
This is something you should be consulting with your doctor and if you're not happy with the urologist you have ( I assume that is the one that you visited) get a second opinion.
If there are cuts, it’s most likely your problem is yeast. In that case, the betamethasone would be aggravating the skin, while the fusidic acid would be useless. Yeast is best killed with clotrimazole applied for 10-14 days. Once the infection is under control, you should be able to stretch the opening to allow retraction. Yeast is commonly caused by taking antibiotics. Using soap inside the foreskin can also cause it to flourish.
You say you are not sexually active anymore.
Is that due to your condition ? If so I would suggest using a condom until you sort it out. At least then you can carry on as normal as possible while being treated.
