Do not worry and do not compare to what you see in film or book. Providing you can get an erection that is all you need to worry about. Some men look small when flaccid then grow a lot, others can look bigger but not grow. Everyone is different.

I don't think you need to do anything. You're becoming a man - probably already are - and it can take time for the process to complete.
Don't fret about penis size. Ultimately you are what you are. Accept it, enjoy it - keep it clean!!
