I'm 16 and just been circumsized (due to tight foreskin) I have two questions. 1) how long after can I start masturbating ? 2) when can I get my penis wet(bath or shower)

I would wait at least six weeks before masturbation and then be careful. Take things easy and use plenty of lubrication. It will not be the same as before. I had short shallow baths from day two, using Baby Bath, no soap. With the shower I shielded my Penis with my hand to reduce the water pressure then gradually exposed it to more consistent flow after about a week, this helped to 'toughen' it up. But take things at your own pace.

Good Luck and take things slowly.
