I am 13 years old and i have an uncircumised penis. i have a problem with my foreskin, i cant even pull it back when its not erected.It hurts like hell! Maybe see your GP, or just pull it back gradually until it does what it should do, Anyway at your age you should only stirring your cup of tea with it and don't worry about the young ladies I'm sure they will still be when you finish your schooling.

I was the same as you at your age, but my mum found out took me to the doctors and had to strip down naked in front of my mum which the doctor did a Full examination of the of My penis and foreskin (very embarrassing) and said that it would get better as I grew up which my foreskin did lossen and by the time I was sixteen if not then go back to the doctors and without your mum! You can worry about sex when you hit sixteen
Generally agree with the the other comments. When you have bath/shower gently pull and stretch the skin. If this is no help over a long period of time go and see your Doctor when you are old enough to see him on your own.
Providing you have good hygiene anyway this should not be a problem that cannot wait. If there are any other symptoms, soreness/discharge etc or you feel you cannot wait, go and visit your local STD clinic. Do not worry, it does not mean you have or need a disease to visit. Alternately you could visit your GP on your own, but will need a chaperone of some sort.

When I was a child I had your problem. I have a son (he's now 14), and when he was a child had your problem. Neither of us needed surgery. So it is possible that your problem will be sorted out naturally with time. However, I think that, at your age, the foreskin should have become large enough to allow your glans to be fully uncovered in flaccid or erect state. So my advice is to go to your general practitioner or even to your paediatrist if you still have one. They will tell you if you can simply wait that the problem would be sorted out naturally, or advice you some "gymnastics" for your foreskin, some creams, or they could advice you that surgery could be your case. Even in that case, don't worry. Fully circumcision (ablation of the whole forskin) is NOT the only option. There are today several surgical methodologies less aggressive than full circumcision. And, if at last full circumcision were necessary for you, DON'T WORRY. A circumcised penis is absolutely full functional as an uncircumcised one. It is true that you lose your foreskin (and consequently probably a part of your sensitivity, it is discussed). But on the other hand, your glans will develop a slightly thicker skin, so that you should sense less the urge for ejaculation during sexual intercourse: you could become a splendid, very lasting lover!
