cuts on the penis

I have been having this problem of cuts on the foreskin of my penis. these cuts at times disappear only to reappear later and sometimes they last for months. During that time, masturbation becomes painful due to expansion of the skin and hence opening of the cuts. Since the foreskin is very tight, I thought this may be due to dryness of the foreskin and ignored the problem, but it has happened again and not healed for more than a month. Please let me know the best way to treat this...

my gp looks down upon me everytime i try to bring up my sexual problems. he doesnt want any part of it.i feel humiliated everytime i visit.
