It sounds like you want a tight circumcision. It wouldn’t look quite like your photo as you would have a scar somewhere on your penis. Scars can fade after circumcision but it can take a long time and there’s no guarantee that it will fade completely. But you should be able to have the skin as tight or nearly as tight as that. I’ve posted quite a few photos of my penis. I am tightly circumcised so take a look. My scar has faded but there it is still there after over 23 years.

Are you a grower? If you are a grower, you will only look like that when erect since you need extra skin for the growth. If you are a shower, a very high and tight cut will do the trick. With a sleeve resection, you can get the scar as far up as the abdomen itself. The scar would then be invisible unless you shave.

Bucky is right. The preferred outcome cannot be guaranteed. So if you decide to get circumcised make sure you do lots of research into finding a good circumciser. People here can recommend for you.
