Lots of fluid under foreskin - micro tears/wounds

For about a month now I have had a swollen foreskin. There are micro tears on the foreskin and they seem to be spreading, they look like tiny little holes on the skin, the size of a speck of salt, many of them. They weep an orange watery fluid (a lot of it!). Does not smell, so don't know if it's pus, but does not look like pus. Did a swab and it came back for staph, I got put on antibiotics but it hasn't worked. My gut tells me it is not just a bacterial infection, something else is happening. Do these symptoms sound familiar to anyone? It's got me so down and depressed.
