I would like to have my nose re pierced my INR has been stable at 2.3.... If I had no problems the first time would I have problems this time

Only you would know that, I'm afraid. It is not something I would do; I try to keep traumatic and invasive treatments to a minimum i.e. for health reasons because I know it starts off immune/inflammation problems for me, but then I get sores up my nose and nose bleeds, etc. so I wouldn't risk it for myself.
I don't have APA syndrome, I have SLE but I have a low white cell count (it's been under 2.0 for the past 3 years and mainly hovers around the 1.0 mark when the lower limis it 4.0). I have 7 piercings; 6 in my ears and a tongue stud and I've never had any issues. I also got a tattoo two months ago with a white cell count of 1.75 and have experienced no issues. Now, APA may be different I know nothing about it but that's just my experience. Also, since it's a nose piercing I would feel it's relatively easy to manage and care for since it's easily accessible and not somewhere dark, most and warm like a tongue stud. I would say if you follow strict cleaning and stuff you'll be fine.
