As Lynn said, if they are properly trained, yes they can diagnose.
Ideally go to one with experience of Fibro and a varied training - there are lots of different techniques and with someone with Fibro an MFR therapist is likely to have to be extra gentle and go more slowly.
I see an MFR therapist who is absolutely excellent, very highly trained and very experienced. She's far more highly trained than is typical (and actually runs a private pain management clinic now), so is more expensive - I pay £55 for an hour. But it is worth it!
Many Osteopaths also do MFR by the way. And a good osteopath may also be able to do other diagnostic work as they can order all kinds of tests if needed.

I go every 2-3 weeks some times it makes my pins and needles go for weeks it's amazing- for me I think the results vary as my fibro does. This morning I'm feeling my usual morning pants self- need to get in that steamy shower in about 10 mins btw mine costs £40 for an hr but she often goes over! Amazing lady and experienced with fibro
