You do not need DLA/PIP to get blue badge I am on Support ESA and have a blue badge. it is up to your local council to award it.

All councils now use the DLA/PIP requirement to award the Blue Badge which states that you cannot walk more than 20 metres without discomfort. (Used to be 50 metres) However if you are not getting DLA/PIP and you are still finding walking a problem and having a Blue badge would make your life better they have the right to award the blue badge. But it is each individual councils interpretation that will or will not allow you the badge.
