I have tried everything. Lots of Mehi in the morning and some neem pills, but not much success. Does anyone have suggestions on using Aloe Vera to control blood sugar?

You have not given the measured values, your age or other complications.

Try low carb diet, less sugar, walking daily, good sleep, no tension, enough water, you should be better.

If your sugar level is still not controlled you should consult diabetelogist.
