So I'm just starting and wondering about if it's ok to walk a couple of miles on a rest day.
The main reason I'd want to is that with the run programme I can't multi task and do errands on the way so all those time saving things I could do when just walking have to be done separately.
Hoovering is going to be a rest day activity I think...

The rest days are inaccurately named - what they mean is a rest from running. Many other training plans label them as "Rest/Walk/Cross-Train" which is a more helpful description. It is beneficial to do other activities on these days. Many people on the programme do one or more activities such as walking. swimming. Zumba, yoga, gym sessions, etc, etc.
I tend to try doing stretching exercises on the rest days to get those legs ready for the next time. Its more about not over working the muscles and preventing injury than not doing anything at all. I think walking in between may help prevent the muscles feeling tight ??
Do anything on your rest days other than swimming. Walking is a great way of keeping fit, especially if you do it briskly enough. Also, try cycling, swimming, dancing or strengthening exercises.
