A question to those who are C25K veterans on here. Is there anything I should be doing on the rest days? Conscious my thigh muscles are tight today, should I just leave them to rest as the day suggests, or should I be doing stretches?

The stretches are for after your run while the muscles are still warm... but there’s lots of things you can do to help... yoga, core strength work (planking is good), swimming, walking, cycling, anything but running! Keeping the legs loose is good, I try not to sit for long at any one time.

If you read the guide to the plan healthunlocked.com/couchto5... you will see the recommendation that any non impact cross training on your rest days will be beneficial.
As well as working on your legs, all runners benefit from a strong core.
