I have PTSD so and I’m not sure if this has anything to do with it but there are certain times when I haven’t slept a lot or I’m not feeling good, I tend to get very jumpy and sensitive to loud sounds. It seems the slightest loud sound makes me jump out of my own skin. At times like this I wear my ear plugs and it helps but could anyone give me in site on what this is.

When we experience high anxiety our nervous system becomes over sensitive. In this condition it exaggerates tenfold our response to small irritations of all kinds.So sounds we would normally take in our stride and wouldn't give a second thought to cause the greater shock responses that you describe.
As you recover from your Post Traumatic Stress Disorder your nerves will become less sensitive and your reaction to noise will return to normal. I wish you God's speed in your recovery.
I have had this happen to me, too. It had also been when I have had little sleep or had not been feeling good. I had thought it was BC my mind was "out of it", not functioning as it normally had BC of no sleep, etc., and that lead to me being more sensitive to things like someone talking all of a sudden or someone touching me (my arm or face-if they were feeling to see if I had a temperature). A sudden movement from anyone or anything would cause me to jump, but I never thought of it as a PTSD symptom. I have felt this way w/ being sick, etc., since I was young, BEFORE my traumatic experience (which caused my C-PTSD). It's possible that it could be PTSD, though. Everyone is different.
