What is the right thing to do? To tell someone that you are missing them and getting anxiety? Or to wait in anxiety and let them reach out to them by themselves. This dilemma kills me.

What kind of relationship have you had in the past with this person? I believe that most of the time the best thing to do is to reach out to the person and let them know you've been thinking of them and miss them. They may be having the same thoughts and the same dilemma. In this day and age you can always reach out digitally vs. by voice call or in person which can be a little less anxiety laden. Go for it!
