Your Free T3 and Free T4 are both far too low for good health, and I see from your posting history that you are taking thyroid hormones. Whoever is deciding your dose is massively under-medicating you.
People on the forum vary in their needs with regard to Free T4 and Free T3, but it isn't uncommon for people to need in excess of 50% of the way through the range for both Free T4 and Free T3, and some people need results which are 80% of the way through the range or more to have a hope of feeling well.
The raw material for creating Reverse T3 is T4. Reverse T3 is used by the body as a means of getting rid of excess Free T4 i.e excess T4 is converted to Reverse T3, which is mostly inactive, then it gets rapidly "broken down for parts" (the body saves the iodine) and anything left over is excreted.
But you have no excess Free T4 - your level is far too low. So your body has no need to create Reverse T3 which is why your result is below range.
Although it is rare for anyone on this forum to post Total T4 and Total T3 results, I can state the obvious and point out that your Total T3 is practically non-existent (assuming there is no typo in what you've posted). And your Free T4 is well below mid-range.
