Does the magnesium have to be magnesium chloride? I have a large bottle of magnesium citrate that I bought accidentally, thinking it contained pills or capsules. This might be a use for it....
To be "magnesium oil", yes, it has to be magnesium chloride. Other forms of magnesium may be absorbable through the skin but they might not have quite the same effect. (I know that common-or-garden magnesium sulphate - Epsom salts - does absorb to some extent.)
But do look up whether the citrate is OK for use on skin directly.
