Any chance of testosterone recovery or am I now an "it"

I did six months of ADT, three months of Lupron and three of Orgovyx. Three months after stopping Orgovyx, my testosterone rose to 368, well below my pre-ADT level of 700 but enough to start to feel better, get nighttime erections and FINALLY have orgasms again.

My second testosterone test three months later, though, showed a drop to 320 so I was kind of crushed but my doctor said not to give up hope yet.

My third test that I just got back today shows another drop to 260.

ALL of the tests were taken between 8-8:30 AM at the same lab.

I *really* did not want to take ADT because I was afraid of this exact thing, but was told that, being younger and in good shape, the odds of me not recovering my testosterone were "very low."

He did a bunch of tests of my other hormones and my estrogen was also low, my sex binding hormone was high-normal, but my FSH hormone was so high it's past the maximum on the graph on the portal. The doctor says this is a "good sign" that my pituitary gland is signaling me to make testosterone but I'm starting to think he's a liar--why would my T be dropping nine months after stopping ADT instead of rising or at least staying the same?

More importantly, how long should I wait before I take supplemental testosterone? My primary treatment was radiation and my PSA has been undetectable for six months.

Sometimes, radiation, even without ADT, seems to cause a temporary decline in T levels:

Understand your frustration and anger. For whatever it's worth: 9 mos of Lupron (awful experience for me) in 2018-2019. My T prior to treatment was 260s. A year and a half after last Lupron injection, T rose to 340s. Has remained there since. I can get hard and orgasm and interest in sex has returned (not bad for a 75 yr old). Why the fluctuation in your case? No idea. But, it's my understanding that taking supplemental T may not be wise in that it may stimulate PCa. There seems to be controversy in the medical community about this. Tall_Allen is up to date on all of this.
