Can't 'Finish' During Sex with my Girlfriend.

So, I'm 19 years old and recently have gotten into a relationship with a girl and we have a lot of sex. But every time we have had sex I can never seem to cum or 'finish' and I'm not sure why?

I'm not sure if its the fact that I had a circumcision a year and a half ago?

Or if the fact that when I try to masturbate properly I pee instead of cum comes into is as well when I do feel something? (Though I don't do or feel this when I have sex).

I don't have any performance issues whatsoever as when we do have sex we will usually stop until she finishes. She's gone down on me and tried her best to try and make me cum but has only gotten me about 2/3 of the way there. And because of the peeing when I masturbate thing I'm not even sure if it's actually me cumming. I've tried to look online but I've never found any good advice or seen anyone who has the same issue.
