Tell me what is the problem

Looks like this.I am not able to understand what the problem is.The skin doesn't open and rolls around the base.I can't retract fully when erect.

I don't see the problem. It's just the way you are made.

But I cannot really have that gliding motion of the foreskin when erect due to this band structure
