Excessive skin in penis

After my circumcision healed, i had this excessive skin due to swelling. I just want to ask if what is this called and if it is a disease?

No man it's not anything diseased about that! Lol let me ask you this, did you have a big bubble swell right up under your frenulum area where the stitch work was located? Did that swell stay persistent and last longer than 1 month?

If so, then the swelling pressure caused your skin to stretch so big and vast, and since it never went down in a speedy time frame, your skin actually completed mitisis and cellular replication so many times until that stretched skin became permanent. Once the swelling of your prepuce went down that big bubble resided in becoming a skin flab.

Yes i had that big bubble swell which lasted 3 weeks. Regarding this matter, should i go to a dermatologist or urologist?
