I'm 18 not Im pretty sure o hit puberty but my only problem is my penis size and length unlike everyone else I think puberty sniped my penis is there any help that it might grow

Most men are not happy with their size . Though you did not mention the size , it's possible you are in the Normal size . So it's better you tell the size

Research shows that males continue to grow till they are around 24. If you started puberty and have pubic, hair armpit hair and your penis started to grow it could be just that you are a late bloomer and you need more time to develope. Having said that if your testicles and penis are still the size of a child (you didn't mentimention the size when erect) you might need to talk to an endocrinologist. If you have other signs of puberty problems such as issues around pubic hair and voice issues, you should consider seeing an endocrinologist to ensure you do not have hypogonadism.
