I’d really appreciate it if anyone can tell me what’s the line of skin that attaches the very tip of my penis to the foreskin

This piece of skin does not allow me to retract my foreskin and I don’t know what to do

I think this will be your Frenulum, commonly known as the banjo string. Not sure if it stretches or snaps as you get older but it should eventually let you pull the foreskin back without to much difficulty. If you still in your teens then try stretching gently in the bath or shower. If you older or it causing you pain then I would see a Doc.
